The incumbent is responsible for assisting the Director of Field Management Division in areas relating to carrying out the Agency's inspection and weighing policies and procedures activities in the Policies, Procedures, and Market Analysis Branch (PPMAB). The incumbent plays a critical role in monitoring grain marketing activity and trends to support Agency initiatives and facilitate future Agency direction, provides relevant grading standards for grain under the U.S. Grain Standards Act.
Duties
The duties may include, but are not limited to:
Participates in the formulation and providing written guidance of grading standards and inspection and weighing policies and procedures.
Provides oversight of the national program leadership for the inspection and weighing policies and procedures activities under the USGSA and AMA.
Develops/revises/writes regulations, directives, and forms used nationwide in implementing the inspection and weighing provisions of the USGSA and AMA.
Directs the review and evaluation of constantly changing market needs and requirements to determine whether new or revised inspection and weighing policies and procedures are needed.
Directs the work of the Policies, Procedures and Market Analysis Branch by providing direction and guidance on policies, priorities, and program matters assigned to the Branch.
Develops and conducts training sessions for official personnel and cooperators on new inspection and weighing procedures or policies.
Reviews, studies, and analyzes existing inspection and weighing procedures or policies to determine whether they promote efficient and cost-effective operations.
Develops contacts with other Government agencies and industry associations and groups to gain knowledge and insight and enlist cooperation.
Oversees and provides leadership in the development and administration of policy relating to the automated grain weighing and material handling systems at export elevators.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Preparing complex written reports, correspondence, presentations, briefing papers, technical documents and other communications that present facts and recommendations in a clear, concise and logical manner.
Demonstrated experience leading and working across organizational boundaries on complex cross-functional projects and building relationships with other staff and external stakeholders to advance inter-dependent initiatives.
Analyze, develop, and present a range of outreach, training and communications material, such as presentations, talking points, internal training materials, public-facing messages, and responses to public or congressional inquiries, etc., to convey complex information.
Develop and deliver comprehensive briefing memos, action plans, or written reports to advance new or significantly updated policies, processes, or guidance from your organization that affect entities outside of your immediate organization, and that are accepted by leadership.
Note: There is no education substitution for this grade level.
