Duties

Serve as the Financial Management and Accounting Branch Chief, Business Operations in the Engineering and System Integration (ESI) Directorate leading government and contractor personnel in a wide range of financial management functions. Serve as direct supervisor of more than two dozen government financial management personnel performing critical business operations in all phases of planning, programming, budgeting, and execution. Requires knowledge of and expertise in the General Fund Enterprise Business System (GFEBS) and other financial and information systems. Develop, recommend and coordinate new/revised policy, procedures, regulations and guidance relative to business practices and cost performance. Develop and analyze financial budget planning scenarios for submissions, reimbursable support estimates, and indirect or overhead cost requirements. Perform analysis and interpretation of financial documents and reports and resolves problems for which no clear precedent exists. Serve as focal point/liaison for all Directorate fiscal matters to include year-end close out activities in multiple appropriations. Lead the development and interpretation of the complete planning, programming, and budgeting function, to include budget formulation, presentation, and execution of an annual budget involving one or more appropriations. Responsible for overall financial reporting, financial system requirement assessments, data analytics, and development, management, and oversight of the directorate overhead budget.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TOP SECRET WITH SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • This position is subject to a salary control point at a base pay of not less than the salary associated with GS-14 step 10 on the OPM base pay table.
  • Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in one or more of the following areas: 1. Interpreting fiscal laws, federal regulations and procedures; 2. Allocation of resources or Planning, Programming, Budgeting, and Execution (PPBE) of multiple appropriations; 3. Experience with the General Fund Enterprise Business System (GFEBS) or other financial, business and information systems; 4. Experience with reimbursable funding requirements and customer agreements; and 5. Experience translating technical and operational requirements into financial requirements.
