This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located within the Materiel Systems Organization (MSO) in Warren, MI. The Materiel Systems Organization is one of the Department of the Army's premier support organizations.
Duties
Serve as a Command financial analyst for Foreign Military Sales (FMS) Admin and FMS Case Budgets.
Plan, program, formulate, monitor, and track the financial position and execution of the FMS Admin and FMS Case Budgets.
Prepare and analyze Monthly Financial Execution Management Reports and Review Charts for submittal to higher headquarters.
Analyze Annual Operating Program figures to identify funds not being executed according to plan, and to determine corrective action to ensure proper funds execution is accomplished.
Formulate, justify, present, and execute Executive FMS Budget through purchase requisitions, Military Interdepartmental Purchase Requisitions, cost transfers, and other methods of execution to ensure transactions are fiscally proper and auditable.
Review, analyze, and follow budget policies, guidance, and reports to predict and formulate budget impacts on future year requirements.
Provide expert advice and recommendations to upper management concerning funds execution.
Manage and provide customer support with travel authorizations and vouchers for Defense Travel System (DTS) users.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.
- DoD Financial Management Certification level 2 is required for this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to guidelines and requirements of this certification program.
- The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level: 3 years for Intermediate.

Specialized experience at GS-12: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: managing the execution of funds providing detailed analysis and status of programs; interpreting policy and regulatory requirements providing recommendations for improvements to meet program objectives; analyzing changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives; and identifying anomalies in systems operation and the need for corrective actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
