The primary purpose of this position is to effectively and efficiently manage the installation level civilian, formal, and professional military education programs by administering, tailoring, delivering, and evaluating installation training programs, activities, and personnel.
Duties
Manages civilian employee development for the installation. Serves as the installation Office of Primary Responsibility (OPR) for civilian training matters.
Performs Formal Training program. Serves as the installation Office of Primary Responsibility (OPR) for the military formal training programs.
Performs Professional Military Education program. Serves as the installation Office of Primary Responsibility (OPR) for professional military education programs.
Performs military/civilian supervisory training and New Employee Orientation (NEO) programs. Installation Office of Primary Responsibility (OPR) for Code of Federal Regulation (CFR) mandated Civilian Supervisory training program and New Employee Orientation (NEO) courses.
Represents the Formal Training Section with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Higher Headquarters, installation leadership, unit commanders, and serviced population, including tenant units from nine MAJCOMs.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Personal data to which the employee has access must be controlled in accordance with the Privacy Act of 1974 and must be safeguarded appropriately.
- May be assigned to occasionally assist in a variety of program areas encompassed in the Education and Training Section, as required.
- May occasionally serve as the Installation Training Manager in his/her absence.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes Implement training guidance from higher headquarters: prepare supplements and local guidance instructions to manage and control training program; validate individual qualifications and retainment requirements as they pertain to training courses, and ensures training RIPs are accurately completed; identify military and civilian employees requiring completion of civilian course requirements; direct formal training technicians to compile and verify lists of eligible individuals for Enlisted and Officer Professional Military Education (PME), for both distance learning and in residence courses; provides briefings and attends meetings, as needed or requested by supervision or installation leadership.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL APPLICANTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Force Development training and education programs and related websites and databases, such as but not limited to: Defense Civilian Personnel Data System (DCPDS), Military Personnel Data System (MilPDS), Air University Student Information System (AUSIS), Air Force Files Information Management System (AFRIMS), Advanced Distributed Learning System (ADLS), and TDY-to-School Information System.
2. Knowledge of civilian and military training programs and objectives, processes or program processes in parallel business and industry organizations.
3. Knowledge of DoD, Air Force, and other applicable laws, policy, directives, instructions, and regulations as they relate to areas of responsibility.
4. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of automation software, e.g., database, spreadsheet, and word processing; and knowledge of the similarities, differences, and integration of the different software types.
5. Knowledge of web-based or video teleconferencing systems and/or associated electronic equipment to support DL programs.
6. Ability to deal with the constant contact with high level officials, civilian personnel officers, installation and tenant leaders, financial officials, consultants, contracting officers, key managers, and supervisors with a wide range in their mission. Ability to communicate effectively, both orally and in writing, and to plan and organize work and to meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
