The primary purpose of this position is to support the Wing Tactics and Training Flight (OST) who is responsible for providing block training/aircrew training system (ATS) classes for all aircrew members supported by Scott AFB. (Cont'd in Duties)
Duties
(Cont'd from Summary) To provide the Operations Support Squadron (OSS) training oversight for all nonappropriated fund (NAF), appropriated fund (APF), military, and volunteer employees. Assist the OST Flight Commander and staff with tasks as deemed appropriate by the supervisor.
Duties:
Plans, coordinates and schedules block training classes, instructors and resources.
Aircrew Training System (ATS) and C-21 Formal Training Unit (FTU) Coordinator.
Unit Training Manager (UTM) Responsibilities.
Uses multiple office automation software applications with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts and updating or revising existing databases or spreadsheets.
Reviews and processes incoming and outgoing correspondence, materials, publications, regulations and directives.
Receives telephone calls, greets visitors and ascertains the nature of the calls or visits.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the scheduling function; (2) Knowledge of a wide range of conventional concepts, principles, and practices associated with training program management sufficient to independently develop, conduct, and evaluate difficult, but well-precedented formal and informal training programs; (3) Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement; (4) Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organization; (5) Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel assigned to the organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability.
2. Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs in parallel business and industry organizations.
3. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement.
4. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis.
5. Ability to communicate effectively, both orally and in writing.
6. Skill in typing; a qualified typist is required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
