The primary purpose of this position is to manage the installation level enlisted military on-the-job training (OJT), ancillary, and distance learning programs by administering, tailoring, delivering, and evaluating installation enlisted training programs, activities, and personnel.
Duties

Performs a wide variety of duties in support of installation civilian and formal training programs.
Duties:
Manages military training for the installation.
As installation training advisor, recommends improvements to OJT programs and responds to requests for OJT support.
Analyzes OJT data for adverse trends in skills training and mandatory Career Development Course (CDC) enrollments; and processes CDC reactivations, reenrollments, waivers, and AFSC withdrawal packages.
Conducts installation training meetings and other training sessions.
Administers the Distance Learning (DL) program and Job Site Training (JST) programs.

- May be assigned to occasionally assist in a variety of program areas encompassed in the Education and Training Section, as required.
- May occasionally serve as the Installation Training Manager in his/her absence.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Series.
SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: I have at least one year of specialized experience at the GS-07 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience include: 1) Working knowledge of Force Development training and education programs and related websites and databases, such as: Air Force Automated Education Management System (AFAEMS), Military Personnel Data System (MilPDS), Course Development Student Administration/Registrar (CDSAR), etc. 2) Using knowledge of military training programs and objectives, military and civilian training program processes or training program processes in parallel business and industry organizations in order to develop comprehensive training programs, identify training requirements, skill upgrades, and development programs that will assist in meeting the Air Force's training mission. 3) Providing knowledge of DoD, Air Force, and other applicable laws, policy, directives, instructions, and regulations as they relate to areas of responsibility. 4) Working knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of automation software, e.g., database, spreadsheet, and word processing. 5) Selecting the most appropriate software type for a specific office need, to integrate different software types into a single document, e.g. to retrieve data, convert it into graphic form, and incorporate it into the text of a report; to devise new methods of automated office support to resolve problems with current automated office support methods; or to complete other nonstandard assignments using varied office automation technologies. 6) Developing course materials and instructional methods, principles, and techniques in order to develop self- contained training courses, obtain training resources and assess overall effectiveness in order to meet identified training requirements. 7) Instructing training courses in a classroom seminar setting. 8) Using knowledge of satellite, web-based or video teleconferencing systems and/or associated electronic equipment to support a Distant Learning program. 9) Dealing with the constant contact with high level officials, civilian personnel officers, installation and tenant leaders, financial officials, consultants, contracting officers, key managers, and supervisors with a wide range in their mission.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Force Development training and education programs and related websites and databases, such as but not limited to: Air Force Automated Education Management System (AFAEMS), Military Personnel Data System (MilPDS), Course Development Student Administration/Registrar (CDSAR), Air University Student Information System (AUSIS), Air Force Files Information Management System (AFRIMS), TDY-to-School Information System.
2. Knowledge of military training programs and objectives, military and civilian training program processes or training program processes in parallel business and industry organizations in order to develop comprehensive training programs, identify training requirements, skill upgrades, and development programs that will assist in meeting the Air Force's training mission.
3. Knowledge of DoD, Air Force, and other applicable laws, policy, directives, instructions, and regulations as they relate to areas of responsibility.
4. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of automation software, e.g., database, spreadsheet, and word processing; and knowledge of the similarities, differences, and integration of the different software types. This level of knowledge is applied to select the most appropriate software type for a specific office need, to integrate different software types into a single document, e.g. to retrieve data, convert it into graphic form, and incorporate it into the text of a report; to devise new methods of automated office support, such as a spreadsheet to keep track of office operating expenses or time and leave records; to resolve problems with current automated office support methods; or to complete other nonstandard assignments using varied office automation technologies.
