DCSA's Office of Communications and Congressional Affairs (OCCA) is seeking a Visual Information Specialist plans, designs and develops visual information projects, often in the form of briefings, printed publications and visual presentations aimed at communicating the DCSA mission.

Duties

As a VISUAL INFORMATION SPECIALIST you will be responsible for the following duties: The purpose of this position is to serve as Visual Information Specialist. This position requires interpretation and application of a diverse range of skills to include the full suite of visual information skills such as graphic design, layout, publications, video capture and production, photography production. Develops a wide range of visual information materials in support of research, transformation efforts, workforce engagements, and business intelligence services. The incumbent collaborates across the agency with subject matter experts, project leaders, branch chiefs, and other key personnel, to keep senior leaders and stakeholders fully informed of operational details, milestones, and deliverables. Local Commuting Area (LCA) Definitions: Quantico, VA All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Washington, DC All U.S. Citizens who reside or currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia.

Qualifications

This position has a Basic Requirement for the 1084: *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. In accordance with the Individual Occupational Requirements for this series, Visual Information Series 1084 (opm.gov) to qualify for this position you must possess one of the following basic requirement by 08/18/2023 Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, web development or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Experience that demonstrated the skills and creativity needed to use the tools or equipment associated with the work. Because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the position to be filled. To be qualifying, the work must have involved visual communication of information or the application of the principles of artistic design. Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Significant knowledge and experience in visual composition, layout and design utilizing computer desktop publishing programs such as Adobe Creative Suite, Illustrator, Photoshop, lnDesign, Section 508 accessibility and Microsoft Office programs such as Word, Excel and PowerPoint. Significant experience in gathering, assembling and analyzing facts, drawing conclusions and devising innovative solutions to complex communication activities by designing analytical dashboards, informatics, profiles and other promotional materials. Experience synthesizing materials and information from multiple sources for a consistent, effective, innovative, and clear messaging based on the intended audience to enhance how information is presented in complex situations. Experience validating and interpreting appropriate information through technical experience and research methods to analyze, evaluate, and present the information in forms suitable and effective for the intended audience. Specifically you will be evaluated on the following competencies: 1.Communications- Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. 2. Visual Information Development- Knowledge of Visual Information products and processes, such as computer generated visuals and output media. Develops and produces Visual Information projects. 3. Marketing- Understanding the science of marketing, process, and technologies to become a competitive business. 4. Website Development- Knowledge of web technology used to create new websites; including experience using systems such as HTML 5, CSS and Javascript.
