This position serves as the customer liaison between the organization serviced and the HR office. Incumbent performs work related to comprehensive, technical, and practical aspects of human resources and related services. Other duties may involve responsibilities in direct support of and which contribute to the effective operation of the parent and serviced organizations
Duties
Duties include but not limited to:
Using a variety of standardized internal and external recruitment strategies to aid in strategic recruitment planning.
Reviews recruitment and placement actions and provides guidance on complex and controversial issues
Serves as the HR technical representative on merit promotion panels.
Provides New Employee Orientation to all associated employees and managers.
Monitors with local managers and supervisors organization staffing levels and makes recommendations to management on recruitment strategies.
Counsels employees on eligibility and enrollment for federal benefits, to include Veteran's preference, military buy-back, OWCP, retirement, and service computation dates verification.
Assists customer managers diagnose, analyze, and solve a wide range of complex, interrelated HR problems and issues on organizational functions and work practices.
Assists all employees to find resolution to their array of HR questions and needs.
Performs Position Management (PM) duties and responsibilities by analyzing employee data and meeting periodic reconciliation requirements.
Review all SF52s for accuracy, completeness, and ensures required documentation is attached before routing to Staffing and Recruitment or other programs areas for processing.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Human Resources Specialist - Basic Requirements
One year of specialized experience, requiring knowledge of and/ or skill in applying basic HR concepts, laws, principles, polices, methods, practices and/or HR Systems. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e, Government or military) or private sections. This experience must be equivalent to at least the GS-4 level of the Federal Government. OR Successful completion of a Bachelor's degree or higher OR Six months of general experience, equivalent to at least the GS-4 level of the Federal Government, requiring knowledge of and/or skill in applying laws, regulations, rules, principles, policies, methods, practices, supporting customers, communicating in writing and/or verbally and using various computer systems and office equipment in administrative, professional, technical or other responsible work positions, plus the possession of one of the for training criteria.
Training 1: Successful completion of at least 12 credit hours of college-level (associate degree or higher level) course work in any of the following types of fields, majors or programs or those related as evidenced by the course or programs: HR (general), HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organization psychology, organization development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and humanities.
Training 2: Successful completion of at least four formal training courses in HR. The focus of these courses will be in areas or those closely related to general HR, Federal HR, private sector/Corporate HR or HR management. These courses must be offered through VA (i.e., Talent Management System courses), Federal agencies/departments (i.e., OPM Federal Human Resources Institute) or through external organizations (i.e., HR Certification Institute (HRCI) Learning, HR University or Management Concepts). For the purpose of this standard, formal means interactive (online or in-person) training that includes communication between the participants and/or the instructor. Successful completion is evidenced by documentation of successful completion by the training organization.
Training 3: Successful completion of a formal certificate program in any of the areas (or related areas) listed in Training 1 (above) or those closely related as evidenced by the course or programs. A formal certificate program for the purposes of this standard means a series or set of courses that provide a foundational or advanced knowledge. The courses must have been provided by an accredited college, university, organization or company and must have required assignments and/or other course work. Examples of providers include, but are not limited to, Purdue University, Global Cornell University (i.e., eCornell) or Wharton School. Successful completion is evidenced by documentation of completion by the training organization.
Training 4:Current professional HR certification through the Society of Human Resource Management (SHRM), HRCI, International Public Management Association (IPMA)(or Public Sector HR Association (PSHRA)), American Society for Health Care Human Resources Administration (ASHHRA) or an organization or company that has a formal structure and is nationally recognized by the profession.
In addition to meeting the basic requirements you must meet either specialized experience and/or education requirement for the below grades.
To qualify for this position at the GS-9 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Provide routine information and accomplish routine support tasks within an office setting to ensure customer satisfaction. Uses office automation equipment and a variety of software applications, i.e. Microsoft Word, Excel, Outlook, etc. Designs, organizes, and maintains subject matter filing systems. Knowledge and skills in HR programs and processes. Understands relevant laws, regulations, policies, and procedures for all HR processes.. ~OR~
Education: Successful completion of a Master's or equivalent graduate degree, two full years of progressively higher- level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

Qualifying specialized experience includes: Uses a variety of standardized internal and external recruitment strategies to aid in strategic recruitment planning. Understands and applies complex relevant laws, regulations, policies, and procedures for all HR processes. Prepare, monitor and track actions, conduct follow-up, and keep customer informed of HR-related developments. Use analytical and diagnostic techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues. Skilled in the use of office automation equipment and a variety of software applications ,i.e. Microsoft Word, Excel, Outlook, etc. Designs, organizes, and maintains subject matter filing systems.. ~OR~
Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~
Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

Superior Academic Achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for Superior Academic Achievement (S.A.A.) is described in the

- Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
