This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Durham VA Health Care System (VAHCS) in Durham, North Carolina, within the Occupational Safety and Health Service. This position reports directly to the Chief, Occupational Safety and Health Service and supports all functions and programs managed by the Service.
Duties
Duties include but not limited to:
Serves as the Administrative Officer for the Occupational Safety and Health Service
Represents the Service to Human Resources Management Service and other entities on all personnel issues requiring a practical knowledge of Title 5 and Title 38 employee management and relations
Provides guidance to the Chief, Occupational Safety and Health Service on all administrative topics including employee/labor relations, position management, position classification, performance evaluations, disciplinary actions, and awards programs
Works in conjunction with the Chief, Occupational Safety and Health Service to solve interpersonal and workload distribution problems throughout the Service
Provides guidance and administrative support in developing and/or revising labor management documents
Assists the Chief and other Safety staff in projecting staffing and manpower needs for long and short duration events including off-tour needs of the Service
Assists the Chief in developing job analyses, preparing performance plans and appraisals, processing training requests, awards recommendations, and drafting disciplinary and other adverse documented personnel actions
Incumbent ensures that Medical Center Policies (MCP) and Service Standard Operating Procedures (SOP) are transmitted to responsible parties to insure they are revised, reviewed, and implemented throughout the Health Care System
Controls all administrative correspondence for the Occupational Safety and Health Service and provides advice regarding medical center procedures, directives, and policies for services provided by the Service
Reviews all written administrative correspondence for quality including neatness, accuracy, and adherence to required formatting. Drafts all non-technical correspondence including personnel actions, requisition documents, interagency memorandums, acceptance letters, correspondence with other federal and state regulatory bodies and agencies
Creates and maintains a reliable documentation retention program to ensure public records are maintained in accordance with VHA and medical center policy
Serves as Occupational Safety and Health Service Application Coordinator (ADPAC) and Personnel Identity Verifications (PIV) point of contact and maintains working knowledge of all related technology items including the badging system, coordinating clearances and access for assigned employees, visitors, and contractors
Coordinates overall training program within the Service to ensure all staff meet the mandatory training requirements
Ensures committee agendas and minutes are prepared and maintained in accordance with Medical Center policy
Responsible for all Service fund control points. Gathers and analyzes budget needs of the Service and initiates all phases of budgeting within administrative requirements
Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment, and all other general operating expenses
Responsible for obtaining and maintaining a Contracting Officer Representative (COR) Level 1 certification as required by the Federal Acquisition Regulations and VHA policy in order to assist with managing all Service contracts and developing contract documents such as Statement of Work/Performance of Work, Security Checklist, Technical Evaluations, and Quotes
Maintains and coordinates the physical inventory of all consumables and equipment assets assigned to the Occupational Safety and Health Service
Performs annual equipment inventory and any other needs related to asset management required by Medical Center or VHA Policy.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge of Human Resources Management concepts, principles, and practices; Knowledge of budgetary policies, procedures and regulations in order to manage budget control; Ability to communicate orally and in writing with a variety of individuals.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.

Physical Requirements: The work of this position is sedentary in nature, with some physical exertion, such as extended periods of walking; however, no special physical demands are required to perform the work.
