You will serve as a MANAGEMENT ANALYST in the PUBLIC WORKS DEPARTMENTS of NAVFAC NORTHWEST.

Duties

You will conduct studies to identify ways to improve the economy of operating programs, work methods, procedures, or manpower use. You will conduct organizational and manpower utilization studies for an organization. You will interpret and apply laws, rules, regulations, policies, principles, standards, and procedures to program and management analysis activities (e.g., performing investigations, inquires, reviews). You will report results of data analysis (e.g., program, technical, schedule, cost) to stakeholders. You will create statistically-based predictive models of future process or organizational behavior.

Requirements

  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Specialized Experience for GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assisting in developing, analyzing, evaluating, advising and improving the effectiveness of work methods and procedures;2) Evaluating automated data systems in conjunction with work processes and methods;3) Assisting in developing operating procedures, instructions and training;4) Assisting with development and submittal of the annual budget. Specialized Experience for GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Developing, analyzing, evaluating, advising and improving the effectiveness of work methods and procedures;2) Providing advisory services on issues impacting the organization;3) Ensuring allocated funds are within authorized limits;4) Providing assistance on the use of Facilities automated data systems (i.e. Computerized Maintenance Management System (CMMS)). Education

Applicants for the GS-07 that do not meet the specialized experience listed above may qualify with education or a combination of education and experience as follows:

You have successfully completed one full year of graduate level education.
OR
You have successfully completed a bachelor's degree with superior academic achievement.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

You have successfully completed a master's or equivalent graduate degree.
OR
You have successfully completed two full years of progressively higher level graduate education leading to a master's degree.

You have successfully obtained an LL.B. or J.D. that is related to the position being filled.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
