The National Park Service State and Local Assistance Programs Division is currently recruiting individuals with interest or background in finance or related experiences to perform a range of technical and analytical responsibilities supporting the processing and monitoring grants that create and enhancement neighbor parks and recreation opportunities across the country and protects those places for future generations.
Duties
The major duties of the Funds Analyst position include, but are not limited to, the following:
Purchase Request Processing: Performs a range of technical and analytical responsibilities supporting obligation of grant funding, including verifying purchase requisition submissions are complete and accurate, processing purchase requisitions using a financial system, and coordinating and tracking approval and completion of requests.
Account Monitoring: Performs a range of responsibilities monitoring grant accounts including running reports, reviewing payments, analyzing discrepancies and tracking account and project balances.
Assisting with Fund Management: Supports the Grant Fund Manager assisting with account creation, assignment of funds, fund transfer process and preparing reports, and audits.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement - 08/28/2023- unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.

To qualify for the Funds Analyst position at the GS-7 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). Qualifying specialized experience must meet at least TWO of the following: 1) Assist processing financial transactions whether cash receipts, deposit, requisitions, purchase orders, invoices etc. 2) Assist monitoring financial accounts utilizing a financial system to run reports or extracting information, validate activity, reviewing transitions for discrepancies and/or tracking balances. 3) Assist in reconcile financial transaction issues. 4) Preparing or drafting routine financial reports or compiling financial information for others. 5) Assist with account creation, fund transfer processes and/or account closeout. **You must include hours per week on your resume.** -OR-
EDUCATION: Successful completion of at least 1 full year of graduate level education or superior academic achievement. **You must include transcripts.** -OR-

To qualify for the Funds Analyst position at the GS-9 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Qualifying specialized experience must include THREE of the following: 1) Process financial transactions particularly requisitions, purchase orders, or invoices. 2) Monitoring financial accounts utilizing financial system especially validating and reviewing transitions and tracking balances. 3) Reconcile financial transaction issues. 4) Preparing routine financial reports or compiling financial information for managers. 5) Assist with account creation, fund transfer processes and/or account closeout. **You must include hours per week on your resume.** -OR-
EDUCATION: Successful completion of master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., if related. **You must include transcripts.** -OR-

To qualify for the Funds Analyst position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include FOUR of the following: 1) Primary processing financial transactions particularly requisitions, purchase orders, or invoices. 2) Monitoring financial accounts utilizing financial system especially validating and reviewing transitions and tracking balances. 3) Reconcile financial transaction issues. 4) Prepare financial reports and routine analysis of financial information for managers. 5) Handles account creation, fund transfer processes and/or account closeout. -OR-
EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. **You must include transcripts.** -OR-

Superior Academic Achievement is used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: o 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or o 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Election to membership in a national scholastic honor society. -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
