The primary purpose of this position is to To provide administrative support to the Systems Program Manager (SPM) and Division Chief. The position is responsible for administering and performing administrative support functions and ensuring that day-to-day operations comply with the policies of the command.
Duties
1. Serves as organizations focal point in support of programs and initiatives.
2. Develops solutions to improve the efficiency of the organization based on in-depth analysis of issues and consideration of overall organizational mission by producing reports, studies, messages, letters, and other staff packages as required.
3. Perform a variety of staff studies relating to management.
4. Plans, develops, and implements programs for special events, conferences, ceremonies, meetings, and staff meetings.
5. Manages resources for support, services, and activities.

- The work requires the incumbent to obtain and maintain a Secret security clearance..
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes monitoring staff initiatives and endeavors to ensure conformity with management objectives and policy. Providing input to the development of goals, plans, and measurement methods regarding mission performance NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Have a Ph.D. or equivalent doctoral degree; or three years of progressively higher-level graduate education leading to such a degree.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have less than 1-year specialized experience and more than 2 years of graduate level education to qualify based on combination of experience and education.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the organization, laws, regulations, policies, and precedents which affect the organizations programs and related to support resources.
2. Knowledge of a comprehensive range of staff concepts, objectives, policies, management and organizational techniques, and militarycommand.
3. Knowledge of operation programs throughout the organization in order to conduct studies, analyze findings, and make recommendations on substantive operatingprograms
4. Skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of administrative and support programoperations.
5. Ability to prepare project and staff reports and deliver briefings to high level military and civilian officials.
6. Ability to plan and organize work and to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
