About the Position: Position is responsible for the Installation Support Agreement Program and the Managers' Internal Control Program and also provides support to the Installation Manpower Program. May be filled at either the GS-11 or GS-12 level. If selection is at the GS-11 level the incumbent may be non-competitively promoted to the full performance level pending time in grade requirement and demonstrated ability to perform the GS-12 level duties.
Duties
Administer the Installation Support Agreement Program.
Analyze complex requests for support agreements and determine the most efficient means of accomplishment.
Develop complex support agreements based on cost analysis and interpretation of regulatory guidelines.
Negotiate with high ranking officials from a variety of Government agencies and activities to develop support agreements.
Develop and administer the Manager's Internal Control Program to ensure funds, property and other resources are safeguarded against waste, loss or misappropriation.
Provide support to the Installation Manpower Program.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

To Qualify for GS-11
Specialized Experience: One year of specialized experience which includes assisting with the execution (i.e., monitoring suspenses or verifying requirements are met) of (1) support agreements for services for an organization; (2) a Management Internal Control program that helps maintain operational efficiency of an organization; OR (3) a manpower management program to ensure staffing effectiveness. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Legal Studies.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To Qualify for GS-12
Specialized Experience: One year of specialized experience which includes assisting with the development and execution of support agreements for services by ensuring all requirements are recorded on the agreement and regulatory guidelines are satisfied AND either (1) a Management Internal Control program that ensure funds/resources are safeguarded against waste and unauthorized use OR (2) a manpower management program to ensure manpower requirements and authorizations meet mission objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For this level (GS-12), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
