You will serve as a CIVILIAN HARM MITIGATION & RESPONSE OFFICER (CHMRO) in the FUNCTIONAL PLANS DIVISION of COMMANDER, U.S. PACIFIC FLEET.

Duties

You will convene COMPACFLT CHMR Working Group and ensure appropriate participation by relevant stakeholders to establish a prioritized sequence of steps and clear tasking to integrate CHMR requirements and capabilities across the Fleet. You will manage and coordinate tasking, work activities, assignments, and projects to ensure effective completion of program requirements. You will prepare briefings, presentations, and decision memoranda to keep command leadership abreast of progress and to support deliberations and decisions by senior leadership on CHMR issues. You will work closely with MOC and MHQ staff on efforts to integrate CHMR considerations, and the application of new capabilities and requirements, into the command's policies and strategies; planning, programming, and budgeting. You will support command staff on efforts to integrate CHMR objectives in mission objectives, operational planning, standard procedures, and command exercise programs. You will leverage language, regional expertise, and cultural capabilities, when appropriate. You will act as the PACFLT service component POC at the working level for the CHMR Steering Committee (via USINDOPACOM CHMR Working Group) and its subsidiary entities in order to ensure representation and acknowledgment of COMPACFLT equities. You will synchronize with representatives of other services and components, plans, coordinate and evaluate joint support activities as they related to civilian harm mitigation and response.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and advising on Joint and Naval Operational Planning policies and guidelines; applying knowledge of maritime capabilities of U.S. Navy, U.S. Coast Guard and Allied nations and maritime component planning factors to include mobilization, deployment, employment and sustainment; and developing an understanding of the Law of Armed Conflict (LOAC), its purpose and basic provisions to protect civilians and civilian objects during hostilities, and challenges in the application of and compliance with LOAC rules in order to assess civilian harm and the proper response to civilian harm during naval operations.
