This position is located in the Curriculum and Staff Development (CSD) Division, School of Professional and Area Studies (SPAS). The incumbent serves under the general administrative and policy supervision of the Director of CSD and plans and carries out a wide range of complex initiatives requiring expertise in delivering training, adult education methodologies, curriculum and course design, and organizational development projects.
Duties
Design, deliver, evaluate and coordinate training programs to improve the overall effectiveness of SPAS and State Department trainers.
Design and provide train-the-trainer, presentation, facilitation, and organizational development skills; training sessions as integrated portions of professional and technical development programs throughout the Foreign Service Institute (FSI).
Develop, coordinate and deliver organizational and professional development services to improve operational effectiveness of SPAS, State Department Bureaus, offices and overseas missions.
Serve as SPAS expert in the design, development, delivery, and evaluation of training programs with a focus on improving effectiveness of SPAS staff and Department-wide trainers.
Provides training, consultation, and support to course instructors regarding educational technologies to in-person, hybrid, and virtual training environments.

Qualifications

Applicants must meet ONE of the required basic entry qualification requirements described below:
BASIC REQUIREMENTS:
A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position.
OR
B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.
Qualifying experience must demonstrate the following:
Experience coordinating educational or training programs to improve operational effectiveness.
Experience overseeing professional development and leadership initiatives.
Experience providing guidance or policies for education and instructional applications.
Experience facilitating training or courses in accordance with course documentation.
There is no substitute of education for specialized experience for the GS-14 position.
