This position is located in the Division of Land and Planning. The primary purpose of the position is to serve as the park's principal environmental coordinator performing analytical and operational work in support of an Environmental Protection Program, working with multiple parks and/or park environments involving complex long-term projects of greater than average difficulty and typically involve full responsibility for one or more programs and/or functional areas.
Duties
The major duties of the Environmental Protection Specialist position include, but are not limited to the following:
Serve as the regional environmental management program liaison responsible for collaborative interagency environmental management activities that may include other federal agencies, state governments, local jurisdictions, special interest groups, and corporate representatives.
Prepares and maintains current and long-range environmental management program and funding to provide responsive and cohesive Environmntal Management Systems (EMS) development to achieve National Park Service EMS goals and objectives.
Serve as regional administrator and monitors regional Resource Coordinator and Recovery Act (RCRA) practices and provides assistance to park units as necessary. Regionally reviews and approves park submitted RCRA reorts and prepare and coordinate regional status reports as necessary.
Serves as the National Park Service and Region point of contact on all Environmental Management Systems (EMS) program activities regionwide. Coordinates program activities with the National Capitol Region (NCR), with the Environmental Protection Agency (EPA) and other Federal State agencies.
Compiles program budget needs, communicates these needs to WASO and is responsible for allocating and tracking monies allocated to the field for project and site EMS work.
Responsible for identifying, evaluation, and prioritizing EMS program activities region wide.
Responsible for performing, directing and/or coordinating on; preliminary assessments, site investigation, environmental impact studies, feasibility studies, remediation on hazardous waste sites.
Responsible for the review and approval of Environmental Site Assessments as part of the acquisition process of the regional land's office.
Assist in developing regional policy and technical procedural guidance.
Serves as the National Capital Regional environmental training coordinator accountable for ensuring the region's field staff has the certifications and technical knowledge to identify.
Qualifications
All qualifications must be met by the closing date of this announcement-08/22/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following activities: (1) Practical knowledge of and experience with researching, interpreting and applying provisions of the National Environmental Policy Act (NEPA) (2) experience writing a variety of environmental compliance documents and participating in public involvement processes.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
