About the Position:
Serves as Defense Travel administrator for the Joint Munitions Command (JMC), including evaluation, analysis, and execution of Defense Travel System (DTS)/government travel program. Serves as Command lead for Permanent Change of Station (PCS) travel. Serves as a JMC Level 4 Agency Program Coordinator (APC) for the Government Travel Credit Card (GTCC). Ensures consistent application of governing directives, policies, and guidance.
Duties
Prepares and issues internal instructions and policies on completing and submitting authorizations and vouchers via automated programs/systems
Prepares and issues required annual and special training related to current automated systems and the Government Travel Card
Maintains continuous liaison regarding travel program operations and travel policy issues with Department of Army (DA) and the travel program management office
Analyzes existing policies and practices potentially incongruent with Command Headquarters (HQ) policies and practices, identifying inconsistencies and recommending practical solutions to the supervisor
Serves as the Command lead for Permanent Change of Station (PCS) travel and manages the command PCS Travel Program
Initiates travel orders to ensure compliance with the Joint Travel Regulation (JTR)
Ensures accuracy and completeness of Transportation Agreements including authorized signatures prior to processing of PCS orders
Gathers information from requesting supervisor/organization regarding funding and approval of discretionary PCS costs
Conducts and organizes a variety of travel automation business management projects and studies in support of the government travel program and completes other special studies as assigned
Provides Command customer support (e.g., Tier 2 Help Desk support) for current operating travel automation and serves as program administrator for travel and travel automation
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time
- This position requires a Financial Management Level II certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051

Qualifications at the GS-11 level:
Specialized Experience: One year of specialized experience which includes:
1) Gathering information for Defense Travel System (DTS) customers and reviewers to help with orders and vouchers; AND
2) gathering data to support action officers with Permanent Change of Station (PCS) requests
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Qualifications at the GS-12 level:
Specialized Experience: One year of specialized experience which includes:
1) Assisting in preparing financial Defense Travel System (DTS) orders and vouchers; AND
2) Assisting with Permanent Change of Station (PCS) requests.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
