This position functions as an Administrative Officer within a VHA Medical Center. The employee is responsible to perform administrative functions that include budget, finance, space planning, property management, supply, and general administration management.

Duties

Works independently to maintain management reports and processes for organization management and monitoring. Collects/extracts problem specific system data to develop informational reports. Maintains databases and workflows for various systems. Coordinates with Service Chiefs and service level administrative teams for Hospital Level Committee(s) and National initiatives. Monitors national directives for impact to the Clinical Access and recommends courses of action to implement. Supports the development and administration of quality and productivity programs for the organization. Provides regularly scheduled committee reports outlining best practices, system improvements, areas requiring improvement, action plans for corrections. Works with others to identify opportunities for improvement in a complex healthcare environment. Communicates orally and in writing to inform all levels of staff throughout the facility on new policies and directives. Develops and uses data to assess options for change and provide recommendations for improving processes. Ensures that Medical Center Policies for Scheduling, Consult Management and Contingency planning are updated and reflect national guidance. Conducts periodic surveys pf equipment and property use, recommending action to ensure economical and efficient use of equipment and other property. Identifies developmental and training needs of employees; provides or arranges for needed development and training. Prepares and assembles charts, data, reports, narrative and statistical materials provided for ongoing planning. Facilitates Project Improvement projects. Develop cost/benefit analyses for services to evaluate need for new resources. Monitor fund control point expenditures and forecasts changes that require reprogramming of funds Assists in analyzing program, budgetary and fiscal data. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday to Friday 8:00am -4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-7 You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintain management reports and processes for organization management and monitoring. Collects/extracts problem specific system data to develop informational reports. Supports the development and administration of quality and productivity programs for the organization. Monitors national directives for impact to the Clinical Access and recommends courses of action to implement. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintain management reports and processes for organization management and monitoring. Collects/extracts problem specific system data to develop informational reports. Supports the development and administration of quality and productivity programs for the organization. Use qualitative and quantitative analytical techniques; and skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master degree or equivalent or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
