The purpose of the position is to improve the quality, efficiency, and effectiveness in the delivery of biomedical equipment and technology support to the Medical Center and its Community Based Outpatient Clinics. The Program Specialist provides overall support of section operations, including clerical, administrative, and technical duties, to the Supervisory Biomedical Equipment Support Specialist (BESS) and Administrative Officer (AO). The incumbent reports directly to the BESS Supervisor.
Duties
This is a developmental position leading to a GS-09, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Major duties include, but are not limited to:
Serves as a subject matter expert (SME) for the Maximo Work Order Management application.
Serve as backup Contracting Officer Representative (COR Level I) and assist the Primary COR for all Health Informatics Service (HIS) contracts.
Purchase card holder and will be responsible for two Fiscal Control Points assigned to the service.
Maintains the list of equipment/inventory being serviced by the service.
Provides back up clerical assistance to the Administrative Officer's (AO) of HIS and Biomedical Section.
Provides clerical support to regular routine office operations including serving as a receptionist, supply ordering, preparation of correspondence, transcribing meeting minutes, etc.
Reviews outgoing correspondence for proper attachments or consolidating/coordinating submittals of information. Coordinates closely with respective section heads and managers to make sure that correspondence meets the necessary format and criteria. Review documents requiring coordination or signature by the Supervisory BESS and/or Chief Nurse HIS for conformance with regulations, grammar, and punctuation; and returns such documents to originator for correction when not in conformance with policies and guidance. Responsible to compose in final forms replies to both internal and external communication. Drafts letters of acknowledgement to personnel, for special accomplishments and services provided.
Prepares agendas, notifies participants, prepares minutes and arranges other matters, as appropriate. Is responsible for requesting, collecting, and summarizing input from clinical services for completion of surveys/reports for external agencies, drafts Medical Center responses.
Independently tracks, enters, maintains policies, memorandums, agendas, and minutes into automated information systems. Maintains and updates skill levels on all MS Office software.
Develops, maintains, and monitors integrated reporting systems affecting programs throughout the service with functions and operations that are extensively interrelated; communicates information to management for effective evaluation of program operations and milestones.
Acts as a back-up sponsor for employee Personal Identification Verification (PIV) cards.
Serves as a point of contact for Training Management System (TMS).
Acts as backup ADPAC.
Point of contact for Concur Travel Program for service employees. Responsible for creating travel plans for employees including the booking of flights, hotel rooms, and/or reserving government vehicles. Tracks travel expenditures and travel card usage. Conducts audits of all travel vouchers to ensure compliance with Internal and government requirements and policies.
Coordinates actions and responses with various Service Chiefs and VAMC's where necessary to provide satisfactory customer concern resolution.
Performs service recovery as the back-up Service Line Advocate within HIS by liaising with patients, family members, and employees from various departments to achieve service recovery activities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; Maintenance of confidentiality of patient/employee information, electronic and print; Medical center performance improvement program; How to work and function in the medical center in a safe manner, including infection control and correct operation of equipment.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement (S.A.A.). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the amount required for the next lower grade level GS-05.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Physical Requirements: Requires some physical effort such as standing, sitting, walking, bending, and light lifting. There are no special physical qualifications, but the position involves carrying light items such as binders, reports, files and pushing of light office and medical equipment and wheeled office furniture.
