Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

Duties

The Director of the Installation Management Command's Directorate for Readiness, a subordinate organization to the US Army Installation Management Command (IMCOM), is responsible for the Mission Command and leadership of 24 US Army Garrison commands in the delivery and integration of Base Operations Support (BASOPS) services to Army installations. The Directorate Is collocated with Forces Command (FORSCOM) Headquarters and will represent the IMCOM Commanding General, in a supporting to supported command relationship to synchronize the FORSCOM Commanding General's priorities with IMCOM resourcing and support strategy. In addition, the Director provides the same supporting to supported relationship to the Commander of U.S. Army Reserve (USAR) and the Army Test and Evaluation Command (ATEC) Senior Commander at White Sands Missile Range. The Director coordinates with the IMCOM Director-Sustainment when ATEC Commander priorities are required. The Director ensures the efficient and effective management of Army Installations with Senior Commanders at all 24 locations. The Director maintains communications with other Federal Agencies, and Congressional Delegations that support assigned installations. Serves on the IMCOM Senior Executive Leadership Council and provides input to the Program Objective Memorandum prepared at the AMC/IMCOM level, Rater for the 24 Garrison Commanders/Managers in the IMCOM Directorate-Readiness. Validates the funding requirement for assigned Installations; conducts mid-year reviews and identifies unfinanced requirements; assists the IMCOM G-8 in funds control and reprogramming. Provides support to Service Members, Civilian Appropriated Fund/Non-Appropriated Fund Employees (AF/NAF), and Family Members at assigned garrisons supporting Senior Commander priorities. Manages and provides oversight of multi-billion-dollar installation programs to include facility/infrastructure maintenance. Develops/Implements strategy/Initiatives for the assigned garrisons. Supports the Senior Commander In force protection, homeland defense, and support to civil authorities, mobilization, power projection, Reserve Component (RC) support and contingency operational training. Reports directly to the IMCOM CG on all matters and issues related to installation management. Oversees subordinate organizations of approximately 20,500 military and civilian personnel; directly supervises personnel at the COL/GS-15 level.

(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1 inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by the OPM do not need to address ECQs, However when applying you must load your certificate under the Executive Core Qualifications. ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to strategically manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: MTQ1: I possess the demonstrated ability to manage and oversee installation (base) operations to include execution of installation policies, fiscal management, human resources, quality of life, training support, and public works. Inherent is the ability to oversee the delivery of total base operations, examine program performance, and plan and implement higher headquarters policy to move the organization toward a future state.
