You will serve as a Network Administrator in the Information Systems and Services Division, Information Management and Technology Department of SUBMEPP ACTIVITY. If you are interested in applying for a position under Delegated Examining, please reference ANNCT # DE-12076173-23-EEE

Duties

You will provide day-to-day technical requirements for guidance on and evaluation of the delivery of contracted information and technology services. You will perform technical and managerial tasks associated with the design, specification, installation, configuration, security administration, and maintenance of local area network facilities and services for major SUBMEPP applications and users. You will serve as the primary point of contact on all matters concerning local area network facilities, applications, services, procedures, administration, and performance for assigned network infrastructure. You will assist SUBMEPP management in the justification and planning of assigned network facilities by analyzing requirements and proposing alternatives including cost/benefit analyses. You will evaluate and recommend local area network hardware and environmental software including network operating systems, utility software, and other Commercial Off the Shelf (COTS) products. You will manage the installation, configuration, troubleshooting, and tuning of selected local area network hardware, environmental software, and communications facilities for assigned networks. You will provide technical direction for the creation and maintenance of user accounts and for the application of appropriate security controls to system resources. You will implement and support local user access to network resources by identifying and managing the implementation of the required network infrastructure. You will evaluate and recommend the enhancement, upgrade, or replacement of network hardware and software by reviewing current information systems technology, comparing the pros and cons of competing products, and recommending products. You will develop, coordinate, and prepare technical operating procedures to provide on-going and day-to-day technical operating guidelines for network services and applications. You will monitor the usage, performance, and integrity of the local area network for adherence to service level agreements. You will represent SUBMEPP in discussions and conferences with other Government activities, with SUBMEPP Contractors, and private companies.

  • You will be required to obtain and maintain an interim and/or final SECRET/Q security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451-Network Administrator, Intermediate Level within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector providing technical support in the design, specification, requirements, installation, configuration, security administration, or maintenance of Local Area Network (LAN) infrastructure, services, application, or operating systems. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: preparing technical operating procedures to provide on-going and day-to-day technical operating guidelines for network services and applications. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: serving as the primary point of contact on all matters concerning local area network facilities, applications, services, procedures, administration, and performance for assigned network infrastructure. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: conducting meetings with technical or managerial personnel to discuss and resolve technical and project issues. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: resolving problems resulting from existing computer systems and institutes solutions to prevent reoccurrence of such problems.
