This position is in the Health Professions Education Office and is supervised by the HPE Manager. This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees at the VA medical facility. This position conducts and evaluates a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major duties includes but is not limited to: Disbursement Agreement Administration Provides subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures (ReDPro) SOP; serves as the facility EARs champion on training, national OAA calls, and surveys. Uses EARs record data and analysis to recommend redistribution of resources, forecast HPT position allocation (FTE) needs for subsequent academic years, and formulate long range budget needs and excess. Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques Manages evidence documentation to complete OAA's and the Office of Integrity and Compliance annual reporting method for verification of the site's compliance with policy ReDPro and utilizes internal controls for confirming the accuracy of the EARs processes. Develops and provides annual and as needed training for the affiliate to ensure policy compliance; maintains documentation of training, including meeting minutes description of content covered, and name of attendees. Training is provided for affiliate academic staff, affiliate program directors, VA site directors and resident coordinators. Communicates with leadership at all levels of the VA facility to include clinical service staff, service and section chiefs, VA Site Directors, fiscal staff and leadership, the facility compliance officer and executive leadership to ensure accuracy of DA documents, EARs data, including both the allowable and reimbursable leave status of HPTs and compliance with policy. HPE Program Analysis Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose budgetary requirements. Collects, consolidates, and provides analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning. Data sources may include but are not limited to Pyramid analytics, Consolidated Data Warehouse (CDW), VHA Support Service Center (VSSC) Capital Assets, or other VA/affiliate platforms. Conducts oversight and analysis of (non-DA) HPE service budget and account balances, pending items, trends, and reporting requirements; assures expenditures are appropriately requested, authorized, and documented to ensure critical timelines are met, avoid delinquent obligations, identify opportunities and utilize funding according to budget plans. Assesses Veterans Equitable Resource Allocation Education Support Supplement (VESS) funds to provide recommendations for utilization and strategies to increase facility level allocations; insufficient labor mapping for protected educational time for clinical education activities for education leaders (DEOs, Program Directors and VA Site Directors) as required by VHA Directive 1065, Productivity and Staffing Guidance for Specialty Provider Group Practice, results in negative impacts to VESS funding. These funds may be used to improve and maintain infrastructure to host clinical training programs. Administers and oversees HPE contracts per directive 1400.10 Healthcare Resources Contracting: Educational Cost Contracts (ECC) to support VA's proportional share of expenditures from academic affiliates; performs audits of contract invoices and certifies and approves expenditures working directly with the VHA contracting office as a Contracting Officer's Representative, when needed. Works closely with the academic affiliate, educating staff on federal fiscal policy and providing guidance throughout developing and executing of contracts. Identifies gaps in policy compliance through review and assessment and comparison of current standards and policy guidance and makes continued recommendations for overall program improvement and necessary procedure or policy changes to OAA. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at any grade level, you must meet the individual occupational requirements (IOR) requirements listed below. Undergraduate or graduate degree with a major in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; OR Have successfully completed an agency-sponsored on-the-job training program which included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have at least one (1) full year of specialized experience, equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of health care operations principles and practices, HPE training programs, clinical disciplines and unique characteristics of HPTs, and related policies, regulations, and accreditation standards is required to effectively analyze, evaluate, administer, and advise on HPE programs and associated special purpose resource allocations. The position as the ability to apply this knowledge to troubleshoot issues, analyze problems, make recommendations, enact process change and participate in planning for HPE programs of the medical facility, academic affiliates and OAA. OR, Education: Applicants may substitute education for the required experience GS-11 grade level. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. GS-12 Specialized Experience: You must have at least one (1) full year of specialized experience, equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of health care operations principles and practices, HPE training programs, clinical disciplines and unique characteristics of HPTs, and related policies, regulations, and accreditation standards is required to effectively analyze, evaluate, administer, and advise on HPE programs and associated special purpose resource allocations. The position as the ability to apply this knowledge to troubleshoot issues, analyze problems, make recommendations, enact process change and participate in planning for HPE programs of the medical facility, academic affiliates and OAA. Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
