You will serve as a MANAGEMENT ANALYST in the PORT OPERATIONS DEPARTMENT of COMMANDER NAVY REGION HAWAII. The salary range for positions filled at the GS-09 is $59,407 to $77,226. The salary range for positions filled at the GS-11 is $71,877 to $93,437.

Duties

You will advise managers on a course of action to accomplish program goals. You will analyze financial or budget information to determine program effectiveness. You will coordinate with line managers in the assignment and review of tasks and project assignments to employees. You will consolidate business or financial information to prepare a portfolio view of program data for manager review. You will develop strategic plans based on information from performing quantitative or qualitative analyses.

Qualifications

FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing annual budget requests and tracking organizational expenditures; 2) Providing management support services in the areas of cost analysis, annual and multi-year fiscal planning; 3) Formulating budget and cost estimates to support command programs and activities; 4) Conducting budget execution reviews; 5) Initiating funding for command programs and projects; 6) Using working knowledge of financial systems to monitor and track financial obligations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11 GRADE LEVEL:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.

FOR THE GS-09 GRADE LEVEL:

Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
