Duties

You will develop, review, and maintain Risk Management Framework Certification and Accreditation Process for assigned boundaries. You will assist the Information Assurance Manager in the development, implementation, and maintenance of an Activity Information System Security Plan. You will develop and implement policies, procedures to ensure information systems reliability and accessibility to prevent and defend against unauthorized access to systems, networks, and data. You will conduct security risk and vulnerability assessments of information systems to identify vulnerabilities, risks, and protection needs. You will ensure all information management systems are operated and maintained in accordance with higher authority regulations.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • ***This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 61 level XX within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include:Conducts systems security evaluations, audits and reviews. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides support to the development of the shipyard Risk Management Program and assurance that it is implemented in accordance with Government regulations. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Prepare and present briefings to management officials on potential complex/controversial IA issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Develops systems security contingency plans and disaster recovery procedures. GS:07 In addition to demonstrating the four competencies above, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities and risk. Developing and interpreting policies and procedures. Reviewing IT and control systems programs to assess overall compliance with cybersecurity plans, policies, and alignment with business and mission requirements. GS:05 In addition to demonstrating the four competencies above, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing basic IT principles, methods, and tools; Identifying and resolving basic IT issues and problems; and Compiling IT process information for notes, charts, or similar records and references. All academic degrees and coursework must be from accredited or pre-accredited institutions.
Accepted degrees: degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

For GS-07: Successful completion of 1 full year of graduate level education or Superior Academic Achievement.

For GS-05: Successful completion of bachelor's degree.
