This position is located in Gainesville, Florida and is aligned under the Pharmacy Service. Pharmacy Service oversees pharmacy operations throughout the North Florida/South Georgia Veterans Health System (NF/SG VHS). The incumbent serves as administrative officer to the Chief of Pharmacy Service.
Duties
The Administrative Office participates in the overall administrative, operational management, decision-making, policy development, and resource allocation and utilization for the Service. Duties include but are not limited to:
Participates in the overall administrative decision making, policy development and resource management of the Pharmacy Service.
Serves as a resource person in planning, reviewing or revising policies and procedures that impact the Pharmacy service operations.
Extracts and assembles information, conducts analysis and develops reports for presentations.
Develops and/or modifies procedures, courses, training, guides and plans and seeks alternative training sources for an organization having a well-defined and readily understood mission.
Administers planning process and provides authoritative recommendations to pharmacy management regarding possible need for revision of processes and policies governing inpatient, outpatient and clinical pharmacy programs.
May be assigned projects involving data mining and analysis needed to support the Pharmacy Service's emerging needs or patient care issues.
Acts as a liaison or handles communication with the Pharmacy Service Office, persons and/or groups within and outside the organization or office related to performance management and data.
Prepares, as appropriate, reports and briefings to the Chief of Pharmacy, Chief of Staff, the Medical Center Director, PBM, VISN or any other group necessary.
Consistently communicate and treat Veterans, their representatives, caregiver, and family member, as well as all VA staff in a courteous, tactful, and respectful manner.
Responsible for trending and tracking with analysis, reporting findings and outcomes to the appropriate facility committees.
Maintain quality assurance files with ongoing summaries which measure quality and productivity for pharmacists and their peer comparisons.
Prepares the appropriate documents, correspondence, and coordinates meetings of the Pharmacy Professional Standards Board (PPSB) with Human Resources Management service.
Responsible and has oversight for personnel folders, QA coordination of personnel records, and quarterly review of personnel folder for completeness.
Work Schedule: Monday-Friday 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Drafts correspondence, recommendations, reports, and memorandum related to management and administrative programs and issues.
Serves as administrative lead for personnel management, including: recruitment, staffing, appraisals, awards, pay/leave, travel, EEO, and workman's compensation.
Implements and oversees the employee orientation program and assures all personnel follow operational, safety, and personnel/conduct requirements.
Advises management officials and staff on procurement and contracting regulations, procedures, alternatives, and availability.
Prepares and maintains administrative policy statements, standard operating procedures, and other internal guidance.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education and specialized experience directly related to the work of the Administrative Officer position, which may be used to meet the experience requirements for GS-11 position .

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is principally sedentary, but due to the physical separation of the pharmacy service programs activities, ability to move from work area to work area by walking or motor transport is needed.
