You will serve as a PROJECT MANAGER in the SURFACE SHIP OPERATIONS DEPARTMENT of PEARL HARBOR NSY AND IMF.
Duties
You will be responsible for planning phases of complex Chief of Naval Operations (CNO) scheduled availabilities, continuous maintenance and emergent work for repair, alteration and modernization work on assigned ships and other vessels.
You will oversee advance planning for activities, executing work assigned to the Regional Maintenance Center (RMC) during availabilities, and participate as a core member of a ship's Maintenance Team.
You will assure planning estimates are established for timely request of funds, receipt of funds, and will distribute relevant availability information, including contract work specifications, pre-test and inspection reports.
You will serve as the Maintenance Team's funds manager for funds from all sources, assuring availability of sufficient funds to cover all expenditures required to accomplish work.
You will resolve problems that affect the end cost, quality, schedule and performance of availabilities or contracts by focusing management attention on these problems and directing corrective action.
You will determine the course of action necessary to accomplish assigned projects with the overall view of creating new standards and objectives, recommending policy changes and procedural changes in work performed and how work is processed.
You will coordinate and oversee the contractor and other Government agencies during the advanced planning functions.
You will draft correspondence and brief Shipyard/RMC top-level management or applicable Surface Ship Operations Department Management Department Head on all project matters.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to successfully complete a pre-appointment physical examination.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You must be willing and able to receive and respond to messages and/or phone calls after hours and on weekends while engaged in an active project.
Qualifications
For the GS-13 Grade level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector coordinating, planning, or programming the fiscal managing of a maintenance center for ship repair, alternation and modernization, (e.g. advance planning, technical problem solving, overseeing funding requirements and administering assigned work).
For the GS-12 Grade level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector coordinating, planning, or programming the fiscal managing of a maintenance center for ship repair (e.g. technical problem solving, overseeing funding requirements and administering assigned work).
