Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Human Resources Specialist (Classification), you will:
Provide expert advisory and consultative services to HUD managers and supervisors on significant position classification problems or issues that may involve a single organizational element or an entire Business Line.
Respond to difficult issues that may involve complex, controversial, or unusual situations characterized by their breadth, importance, and precedent setting nature.
Originate solutions or develop appropriate interventions for management on significant classification issues and concerns particularly those not covered in established precedents.
Interpret, analyze, and prepare responses to new or proposed changes to complex legislative, regulatory, and policy guidance affecting position management and classification.
Advise management on the findings and recommendations and brief the staff on any resulting impact or change to program, process, or system.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Providing technical advice based on interpretation and application of laws, principles and practices related to classification and position management subject matters; AND
Applying HR regulations, processes, and procedures as it pertains to the review of HR operational work such as position descriptions for General Schedule (GS) employees or equivalent; AND
Consulting and assisting managers and employees on classification and position management initiatives; AND
Participating in or leading classification related project teams to identify areas of improvement and/or make recommendations to management that result in new processes, or input into workforce and strategic planning.
For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Providing technical advice based on interpretation and application of laws, principles, and practices related to classification and position management subject matters; AND
Applying HR regulations, processes, and procedures as it pertains to the review of HR operational work such as position descriptions for General Schedule (GS) employees or equivalent; AND
Participating in classification related project teams to identify areas of improvement.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
