You will serve as Program Analyst (C51SR Modernization) for the COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as the USFF afloat modernization programs subject matter expert responsible for afloat modernization program analysis.
You will be planning and leadership of technical expertise supporting a formal quality assurance functions and development of the command?s Planning, Programming, Budgeting and Execution (PPBE) efforts.
You will analyze data and provides recommendations to assure compliance with regulatory and legal limitations and restrictions within major resource programs.
You will be responsible for tracking and advocating C5I programmatic shortfalls and emergent requirements.
You will review Program Budget Decisions (PBDs) and Resource Management Decisions (RMDs) that impact the afloat modernization program during the OSD/OMB Budget Review and also coordinates the review of relevant PBDs/RMDs with the command?s staff.
You will be responsible for developing and directing plans for accomplishment of program objectives.
You will provide a wide range of technical, management, and administrative services to communicate, coordinate, integrate and report C5ISR Modernization issues.
You will perform the full range of supervisory duties and responsibilities for two civilians.
You will plan work, set general priorities and timelines for completion.
You will assigns work based on priorities and team capabilities and capacity.
You will hire, transfer, promote, and reward personnel consistent with established policies and guidelines.
You will plan and identify resources for training development and training opportunities and ensures completion of mandatory training requirements.
You will ensure the proper handling and protection of classified information, unclassified sensitive information, personnel privacy sensitive information.
You will serve as second-line supervisor for three civilians.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience serving as a SME for Afloat Modernization
Experience and knowledge of guidelines related to USFF/CPF Joint Fleet Maintenance Manual, JFMM 4790.3 series.
Experience managing USFF Afloat modernization programs.
Experience providing decision briefs to Flag/Senior Executive level regarding program funding.
Experience coordinating action on post-event reconstruction, analysis and assessment reporting.
Knowledge, ability, and skill to provide quantitative and qualitative analytical and evaluative methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate action to improve mission effectiveness.
Experience providing production of project papers, staff reports, and executive level correspondence, applying mature judgement, having a high degree of initative, exercising persistence and tact.
Experience effectively communicating orally and in writing, to produce final products for use by the Commander in presenting strategy, policy, and planning, and operational issues.
