THIS VACANCY ANNOUNCEMENT WILL BE FILLED USING DIRECT-HIRE AUTHORITY FOR DOMESTIC DEFENSE INDUSTRIAL BASE (DIB) FACILITIES AND THE MAJOR RANGE AND TEST FACILITIES BASE (MRTFB) IN THE DEPARTMENT OF DEFENSE.
Duties
Serve as the chief of a multi-lab TMDE Support Center (TSC) assigned to the U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA).
Manage operation of the TMDE support program through subordinate leaders in providing calibration and repair services of TMDE for both Department of Army (DA) and designated other Department of Defense (DOD) agencies.
Review accomplishments of the labs for consistency, and compliance with U.S. Army TMDE policies, procedures, and directives, and for adequacy and timeliness in providing support.
Perform overall planning for the TMDE Support Center's Labs by analyzing mission workload, establishing program objectives, and developing current and long-range plans in concert with OCONUS activities being supported to facilitate changes.
Accomplish assigned mission by planning, directing, and evaluating the center's leaders who lead the day-to-day work of the calibrators.
Perform administrative and personnel management responsibilities for organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation - NATIONAL AGENCY CHECK WITH WRITTEN INQUIRIES (NACI) (Tier 1).
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A one-year supervisory probationary period may be required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health or fitness to perform the duties of the position.
- This position may require occasional travel for business approximately 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met this requirement.
- Testing Designated Position (TDP)/Drug Testing. Selectee is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Precision Measurement Equipment Calibrator Supervisor ~ without more than normal supervision. Applicants must meet this screen out element to be considered further. To meet the screen out element, applicants should document experience in the following: 1) Guiding, motivating, and overseeing subordinate employee and team activities with focus on projects and/or program issues; 2) Performing administrative and personnel management responsibilities; 3) Interpret detailed technical orders and/or schematics; 4) Performing calibration to isolate malfunctions of unusually complex and/or unique precision measurements standards; 5) Applying metrology principles and/or practices for a wide variety of Test, Measurement, and Diagnostic Equipment (TMDE). - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL DEMANDS: The work may require long periods of standing or sitting along with some walking or bending. Requires frequent lifting, carrying, and handling of items weighing up to 40 pounds with occasional requirements to lift items in excess of 50 pounds.
WORKING CONDITIONS: The work is performed in laboratories and user facilities where technicians are exposed to the hazards of high voltage, high pressure, high and low temperatures, chemicals and radiation. Calibrators must comply with all safety regulations applicable to the calibration mission.
