This position is located in the Gallup Regional Supply Service Center (GRSSC) Gallup, New Mexico within the Division of Administrative Services Branch; Navajo Area Indian Health Service, Window Rock, AZ. The purpose of this position is to perform day-to-day activities with practical and extensive knowledge of Warehouse operations management to include but limited to: utilizing equipment, managing inventory transportation, receiving, storage, distribution, and picking/packing activities.
Duties

Determines assignments, establishes priorities and timetables and sets section goals to meet program key performance indicators.
Develops proposals and recommendations for proper warehousing and storage layout, material handling equipment requirements, transportation requirements, cleanliness standards, security requirements, and overall general warehouse techniques.
Participates in facility design and staffing patterns to maximize the efficiency of supply distribution and maximize space requirements and inventory costs.
Establishes a training and information program for employees handling hazardous materials.
Serves as facility Asset Control Representative for planning and coordination of annual Capitalized and Non-Capitalized equipment inventory as prescribed under Indian Health Service property inventory management software.
Maintains records, plans and responds when given authorization for disposal of outdated and damaged material through proper disposal services or local landfill.
Direct supervisor for the Materials Handler section. Maintains work schedules for assigned subordinate employees and approves/disapproves all leave requests in the warehouse. Determines training needs for the staff, selects applicants from advertised vacancies.
Serves as key member of the management staff and is responsible for developing, establishing, evaluating and maintaining warehouse policies and procedures for receiving, warehousing, issuing and shipping.
Establishes performance standards for the warehouse section employees and measures/evaluates performance of subordinates in accordance with procedures.
Qualifications

MINIMUM QUALIFICATIONS:
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.
Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
