Duties

If selected for this position, you will serve as a Budget Analyst in the Administrative Division of the United States Attorney's Office, Southern District of New York and will be responsible for providing financial and analytical support to a Budget team. As a Budget Analyst you will: Gather and consolidate information and statistical data needed for budget operations and financial reporting. Assist with monitoring and tracking obligations and expenditures for the office. Provide a variety of budgetary reports. Assist with assigning accounting classification codes and entering the information into an electronic accounting system. Assist with reviewing bills against source documents prior to payment ensuring accuracy of goods and services. Review financial requests and forms for completeness of information and authorized signatures. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications

GS-07: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a Combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-5 level in Federal service. Specialized experience is defined as experience performing basic budget functions such as entering information into a financial system; assigning appropriate accounting codes to transactions; maintaining accounts payable files; and communicating budget procedures to employees and vendors. Education: One full year of graduate level education or higher in a closely related field (e.g., Accounting, Finance); OR, possess a bachelor's degree and meet superior academic achievement based on one of the following: a 3.0 GPA or higher for all completed undergraduate courses or courses completed in the last two years of study; or a GPA of 3.5 or higher for all courses in the major field of study or those courses in the major completed in the last two years of study; or rank in the upper one third of the class; or membership in a national scholastic honor society. Combination of Specialized Experience and Education: Combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements. GS-09: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a Combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-7 level. Specialized experience involves applying concepts and methods to meet financial reporting requirements such as: reviewing funding requests for projections; reviewing invoices, payments and reports for accuracy; entering budget data in a financial system; monitoring and tracking obligations; and ensuring expenditures and available balances are maintained and supported. Education: One of the following types of education in a closely related field (e.g., Accounting, Finance): a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of a Budget Analyst. Combination of Specialized Experience and Education: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To qualify based on a combination, graduate education must be in excess of one full year. The salary range for a GS-7 is $54,576-$70,948; for a GS-9 is $66,757-$86,780. A new GS employee is usually hired at step one of the applicable GS grade (GS-7 Step 1=$54,576; GS-9 Step 1=$66,757). Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
