The primary purpose of this position is to serve as the Program Manager for Veteran's, Experience, Patient Centered Care (PCC), Cultural Transformation (CT), and VA Voices at the Tomah Veterans Affairs Medical Center. This position is created under the Director's Office and is a direct report to the Chief Experience Officer.

Duties

The Coordinator functions as the key driver for developing, maintaining, and enhancing the patient centeredness of healthcare delivery and experience systems including changes in the environment to ensure an exceptional Veteran experience. The Veteran's Experience, Patient Centered Care (PCC), Cultural Transformation (CT), and VA Voices has the charge of defining the new process and practice of healthcare that begins and ends with the Veteran, through the provision of training, tools, and system to deliver it, demonstrate it, and study the outcomes. Duties include: -Responsible for translating policies, theories, and strategies into action that exist related to the VA PCC Model and collaborating with executive leaders, managers, and staff within the organization to facilitate change and adaption of PCC principles. -Reviews patient, employee, and physician satisfaction data; organizational performance, planning, and strategy data; and collaborates with facility executive and service line leadership in the development and implementation of collaborative long-term strategic initiatives geared towards improvement and meeting Veterans needs based on preference. -Responsible for implementing and maintaining the VA Voices Program. This program is a leadership-driven training program to engage staff in the VHA core values and in exemplifying these values in responsive relationships with Veterans. -Ensures medical center activities, programs, staff education, services, and processes are developed utilizing the core components of the VA PCC Model. Works with Public Affairs Office on design and development of media related to the Veteran's experience, PCC, CT, and VA Voices and the communication of new program offerings. -Responsible for collaborating with Education Service to ensure clinicians, management and all support personnel within the medical center receive education related to the VA PCC Model. The incumbent is responsible for maintaining clear communication between the facility, VISN, VHA Program Offices, both to communicate relevant Veteran's experience and PCC information and lessons learned from the facility which have potential impact beyond the local level. -Designs measurement tools, training programs and organizational strategies for identifying opportunities to improve the quality of the Veteran experience. Conduct studies on new models of care and holistic health to determine benefit to Veterans and determine their level of interest. -Initiates interdisciplinary projects to improve organizational performance and the Veteran experience. Provides active leadership on interdisciplinary committees, task forces and other groups which have the objective of improving organizational performance and/or strategic planning. Investigates and analyzes adverse quality trends or conditions and collaborates with facility leadership to create an action plan with measurable outcomes to resolve identified adverse trends or events. -Conducts proactive strategic planning to improve the Veteran experience. Formulates new policies and procedures and revises existing medical center and professional policies and procedures. Work Schedule: Monday - Friday, 8:00am to 4:30pm Telework: May be available. Qualifications

To qualify for this position, facility applicants must meet all requirements within 15 days of the closing dates of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic - Individual Occupational Requirement: Undergraduate and Graduate Education GS-5 and GS-6 grade levels: Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-11 grade level in this occupation. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in positions that required collaboration with clinical teams and comprehensive knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices; experience in personnel and formal management functions related to staff supervision; skill in applying a wide range of administrative laws, policies, regulations and precedents that apply to the administration of public programs; experience in positions that required extensive knowledge of the characteristics of the health care delivery systems, intra and interdepartmental relations, and agency operations and programs; comprehensive knowledge of agency administrative practices such as correspondence control, office processes, regulations, and rules; ability to investigating issues, analyzing problems, and presenting both written and oral recommendations; and advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M. (Master of Laws) with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. lncumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies, and papers.
