This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the EIIC/ENTRPRS INTEGR AND INNOV CTR (EM1).

Duties

Performs systems life-cycle activities required to turn a set of requirements into a capability. Integrates disciplines and specialty groups into a team effort, forming a structured development process that proceeds from concept to production to operation and disposal. Considers both the business and the technical needs of all customers, with the goal of providing a quality product that meets the user needs. Participates in planning, implementation or operation of long-haul (wide area) telecommunications networks. Designs and modifies IP and transport networks, including commercially leased transport services, to provide reliable and cost-effective transport networks supporting changing customer requirements. Develops and designs new theoretical treatments, instrumentation, equipment and procedure for testing and solving problems.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: For the GG-0854 Computer Engineer or GG-0855 Electronics Engineer: A. Degree: Professional Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration Written Test Specified academic courses Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Transcripts showing degree conferred date must submitted with application for verification of 0854, 0855, and 1550 series basic requirements. AND Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as experience developing concepts, principles and techniques in digital communications, physics, and data transmission programs to solve complex communication processes for performance of end-to-end information dissemination. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.
