This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a certified EMT, responding both off and on installation to various emergencies, at times encountering life threating situations, independently determining most effective route to incidents, making independent preliminary assessment to scene safety patient's care.
Duties
Determines the shortest and safest route to the incident location while gathering pertinent data prior to arrival.
Makes independent preliminary assessment as to scene safety and of the patient's status.
Conducts both a complete site survey for hazardous conditions and a physical examination of the patient in order to determine the nature, extent, and seriousness of the patient's condition.
Provides appropriate treatment from a variety of prescribed protocols for patients.
Prioritizes care for incidents that may involve more than one patient.
Operates an emergency or patient transport vehicle.
Provides the appropriate treatment from a selection of variety and prescribed protocols.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Position requires the incumbent to possess and maintain a Basic Life Support (CPR) certification.
- Position requires incumbent to possess or obtain and maintain a North Carolina driver's license.
- Position requires incumbent to obtain and maintain a Military driver's license within one year of entering on duty.
- Position requires a pre-employment physical and an annual physical.
- Position requires incumbent to lift up to 40 pounds without assistance.
- Position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing under the Civilian Drug Abuse Testing Program.
- Position has mandatory special vaccination requirements to include Hepatitis, Influenza, and Tuberculosis (TB).
- Position requires incumbent to wear a uniform and use personal protective equipment as required and provided by the employer.
- Position requires a National Agency Background Investigation with Childcare checks.
- Position is weather essential which requires incumbent to work in all types of weather conditions.
- Must possess and maintain National Registry for Emergency Medical Technicians (NREMT-Basic).
- Newly appointed civilians EMT who are not NREMT certified, will possess North Carolina EMT certification.
- Employees who do not possess NREMT certification will be given up to one (1) year to obtain national certification.
- All employees assigned to a Medical Treatment Facility are required to be screened for applicable immunizations regardless of series.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes work includes assessing patients' conditions; using proper techniques to maintain patients airway; accurately determine vital signs; providing cardiopulmonary resuscitation in accordance with AHA standards, altering the approach for individual patient's needs; and determining appropriate equipment required. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
