About the Position: Chief Information Officer, US Army Enterprise Services Agency, Army Records and Management Directorate (ARMD) Office of the Director, Ft. Belvoir, VA.
This position will be filled at the GS-11 level only, with promotion potential to the GS-12.
Duties
Execute a full range of actions to include program management, internal controls, financial management, information management, logistics management, administration, physical security/safety management, and records management.
Plan, develop, analyze and evaluate program standards, policies, and procedures to ensure organizational compliance of DoD directives/instructions and Army-wide policy, and guidance and procedures.
Ensure that the spend plan complies with higher headquarter guidance and instructions, including data call requirements/tasking instructions.
Analyze DoD directives, instructions, and Army policies to ensure proper use of resources and to realign funding.
Develop plans and implements new initiatives aimed at improving administrative, program, logistical, financial, safety and physical security management, and/or business/work processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Up to 5% Business Travel may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes performing administrative, operational, logistical, technical, and/or analytical services and support to several functional areas in Records Management; evaluating program standards, policies, and procedures to ensure organizational compliance; utilizing automated systems, such as, Task Management Tool (TMT); Microsoft Word, Power Point, Excel, & MS Teams; Defense Performance Management Appraisal System (DPMAPS); Army Time and Attendance Program System (ATAAPS); Defense Travel System (DTS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration or financial management OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
