You will serve as a PROGRAM MANAGER (VTE) in the Naval Facilities Engineering Systems Command (NAVFAC). within the Shore Department, an Echelon III command of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. ALTERNATE DUTY STATION OPTIONS.

Duties

You will serve as the NAVFAC Vertical Transportation Equipment (VTE) Deputy Program Manager. You will provide for the services of an equipment specialist who utilizes a personal knowledge of scientific principles and practices which relate to the various systems used in all types of VTE. You will oversee a worldwide DOD Inspection and Certification Program. You will facilitate and perform training of Inspectors and greater Inspection community.

  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain a current Qualified Elevator Inspector Supervisor (QEIS) as required by the ASME Elevator Safety Code certification. The incumbent has 24 months to earn this certification.
  • You must hold a certification as an American Society of Mechanical Engineers (ASME) A17.1. Qualified Elevator Inspector (QEI) for a minimum of 5 years.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is: Must hold a certification as an American Society of Mechanical Engineers (ASME) A17.1. Qualified Elevator Inspector (QEI) for a minimum of 5 years. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Possessing the ability to effectively review and comment on all phases of the design, construction, and commissioning of VTE (Vertical Transportation Equipment) systems; 2) Establishing and maintaining working relationships with NAVFAC FEC VTE Program Coordinators to support execution of program requirements; 3) Participating in the administration of a formal VTE Community Management and Training Program; 4) Ensuring that the design, construction, inspection and certification of the VTE are in compliance with United States and Foreign National Building, Life Safety, and Elevator Safety Codes in the evaluation of safety code requirements that will be applied to all Naval Facilities; and 5) Responding to problems that are beyond the ability of field personnel and apply innovative problem solving techniques in resolving disputes and discrepancies.
