You will serve as a PROGRAM MANAGER (ADMINISTRATIVE/PROFESSIONAL) in the OCEANS DEPARTMENT of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14 step 10 level.

Duties

You will oversee multiple projects with multiple customers, sponsors, and appropriations with a sense of ownership for the results and success of the program. You will defend, at times, controversial program priorities or programmatic decisions to senior military and senior civilians. You will lead, organize, and oversee efforts and projects to achieve and improve the quality, effectiveness, and timeliness of program accomplishments. You will manage short- and long-range activities that include multi-year work plans that are the products of subordinate projects and programs. You will lead the team in determination of priorities for effective use of resources.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 to GS-14 or NT-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying sponsor, customer, and supported command's technical/engineering requirements, business principles and project priorities, and participating in planning to determine project scopes, tasks, resource requirements, schedule, and deliverables; 2) Directing and overseeing project team leaders to finalize project plans, including tasks, milestones, program integration requirements, program issues under review, and schedule; 3) Facilitating and tracking project team leaders' execution of projects and reports to the supervisor routinely on status; 4) Serving as the point of contact to sponsors, customers, and supported commands for assigned program-related efforts; 5) Preparing and presenting oral and written presentations to sponsors, customers, and other commands or activities.
