You will serve as a SUPERVISORY PROGRAM MANAGER (BRANCH), in the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14 step 10 level.

Duties

You will plan work to be accomplished by junior employees, set and adjust short-term priorities, or prepare schedules for completion of work. You will determine resource needs, evaluate impact of resource constraints, and recommend action for enhancing the efficiency of the assigned business process. You will analyze programs to determine if new business processes need to be developed. You will lead large, diverse teams distributed over large areas. You will act as a supervisor in the DoD. You will perform duties on Navy human resource management systems. You will demonstrate experience in the DoD Program Management career field. You will brief senior officers and civilians. You will demonstrate experience operating with the DoD 5000 series of instructions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • New supervisors in the EXWC organization will have to serve a two-year supervisory probationary period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 to GS-14 or NT-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing Program Management and acquisition strategies, goals and objectives to address current and next-generation systems and material; 2) Ensuring expenditures, trends and results are in accordance with plans for assigned systems and material, across all points of execution; 3) Assessing identified inventory gaps against Future Year Defense Plan (FYDP) budget controls and develop proposed plans and strategies to close the gaps; 4) Making organization-wide decisions and establishing the plans and goals that affect the entire organization.
