Assists the Director of Training in the implementation and management of the Learning Management System (LMS) used by Civil Division employees, contractors, and interns. As an expert in the use of technology based learning systems, the Learning Management Systems Specialist has a wide range of duties in support of the diverse mission of the fifteen components of the Civil Division.
This position is not a remote location position.
Duties
The duties and responsibilities for the GS-0301-14 Learning Management Specialist generally include, but are not limited to, the following:
Managing the functional and technical operation and enhancement of the LMS and the processes and standards governing its use. Maintaining all LearnDOJ accounts, including manually creating and deactivating accounts as needed, updating and validating supervisor designations, and other related tasks.
Overseeing the assignment of mandatory training via the learning management system (LMS) and tracking compliance with those assignments. Generating mandatory training reports from the LMS and working with subject matter experts to ensure the Division meets mandatory training requirements by established deadlines.
Overseeing the design and maintenance of the Civil Division intranet training site by
developing content that is accurate, current, and easy to navigate and responding to
suggestions from customers. Maintaining the Civil Training Calendar with a list of
accurate and up to date courses.
Establishing procedures for, and coordinating, the execution of data audits to ensure the integrity and currency of training and assessment data in the LMS. Documenting audit results, ensuring invalid data is deleted or corrected, and recommending actions to address recurring or significant data entry issues (both technical and operational).
Serving as the primary point of contact with the Civil Division Help Desk for technical
issues related to LearnDOJ. Reporting technical problems discovered by LearnDOJ users to the vendor's customer support group (or contractor) for resolution.
Providing advice and assistance to the Director of Training related to the formulation of
initiatives, plans, systems and procedures to manage and continually improve the
efficiency and effectiveness of the LMS and related learning technology.
Serving as the in-house expert on learning management systems to ensure effective use of LearnDOJ, including proposing LMS and data management best practices and steps to implement policies and procedures to ensure the full incorporation of these practices.
Working with subject matter and technical experts to produce distance learning that is compatible with the LMS and achieves the stated purpose. Identifies and recommends appropriate delivery options for program content. Tests learnDOJ training content prior to roll out to ensure it will function as designed.

Qualifications
To qualify for the position of Learning Management Specialist, (GS-0301-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.
If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.
To qualify for the GS-14 Learning Management Specialist position, you must demonstrate that you have one year (52 weeks) of specialized experience equivalent to the GS-13 level performing duties such as: serving as an expert advisor on learning solutions, managing on-line training content, overseeing the installation of all learning management system updates, designing and applying workflows and business processes to ensure mandatory training data is maintained, working with customers to develop solutions to learning management business problems, and providing expert guidance, direction, and advice to senior leadership.
