Duties
Performs random reviews of disbursements for assigned programs such as Military Pay, Retired and Annuitant Pay, and Commercial Pay.
Researches and identifies problems, determines corrective actions as needed and recommends changes to procedures and practices.
Responsible for processing Military Pay and Retired and Annuitant Post Pay Reviews and assisting/advising lower-graded team members in completing same workload.
Assists senior financial analyst in the review, preparation, and updating of standard operating procedures as well as the implementation of new financial management procedures.
Assists leadership in executing projects/analysis related to Post Pay reviews, identifying trends and providing input on improvement processes.
Reviews and validates input and output data relevant to internal controls of operations and systems.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
GS-07 Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07 Specialized Experience is defined as: Experience applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues.
GS-09 Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-9 Specialized Experience is defined as: Experience applying knowledge of financial laws, regulations, policies and procedures related to Military Pay and/or Retired and Annuitant Post Pay reviews to resolve issues related to financial entitlements; process, explain or compute pay actions.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
GS-07 Time-in-Grade: Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.
GS-09 Time-in-Grade: Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.

Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (
http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
