You will serve as a Financial Management Analyst in the Comptroller Department of COMNAVREG MIDLANT NORFOLK.
Salary Range for GS-12: $83,854-$109,011
Salary Range for GS-11: $69,961-$90,946
Duties
You will provide accounting and financial support to all levels of managers.
You will perform advanced financial systems analyses for designing, developing, and implementing new or revised automated systems and procedures.
You will prepare and analyze reports and serve as the technical expert in Standard General Ledger reconciliation and reporting.
You will respond to financial data calls from headquarters and higher authorities by using proficient communication skills.
You will apply conventional practices to resolve a variety of problems in accounting, budget, or financial management.
You will review functions and processes for efficiency opportunities and serve as the representative in streamlining programs related to accounting matters.
You will conduct and respond to audits, review procedures, practices, and systems and recommend disposition of findings and take appropriate corrective action.
You will provide input on training and/or arrange training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects.
You will review and interpret laws, policies, regulations, directives.
You will develop new and/or simplified methods of preparing and presenting reports.
You will review and approve all types of financial documents for accuracy and validity.
You will provide technical guidance to employees related to changes in procedures and/or personnel.
You will prepare monthly financial reports, reconcile financial data, and provide status and final reports to higher levels of review.
You will develop and maintain Standard Operating Procedures (SOPs).
You will coach the team in the selection and application of appropriation problem solving methods and techniques.
You will provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
You will utilize programs and software (COGNOS, advanced Excel, including Power Query, Power BI, and other Microsoft Office Suite programs) to perform financial queries and create reports to meet reporting requirements and respond to data calls.

Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of budgetary polices, precedents, procedures, goals, objectives, regulations, and guidelines to meet financial management objectives for an agency;
Experience operating administrative and financial management systems to perform financial management analysis;
Experience developing and implementing process improvements and executing modifications to canned reports from various systems using COGNOS, advanced Excel (including Power Query), or Power BI to streamline and automate reports;
Experience designing management information reports and briefing material to communicate financial and related data to management;
Experience performing analysis to prepare findings, options, and recommendations on financial topics including resource utilization and capacity, productivity, and distribution of workload and resources; AND
Experience performing the full range of trend analysis, financial information, cost performance, budget guidance and formulating, executing and analyzing financial and cost analysis studies.

This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience resolving financial discrepancies and recommending solutions to personnel;
Experience utilizing financial systems, including advanced Excel (pivot tables, advanced functions, producing graphs and tables, using spreadsheets efficiently, and performing calculations and automation to process large volumes of data) to verify and reconcile fiscal business;
Experience interpreting financial regulations to communicate information to personnel; AND
Experience advising others on policy and procedures of budgeting, accounting, or financial management to support financial management operations.

Education

GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
