This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DoD) Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Cryptographic Systems Division at Fort Huachuca, Arizona.
Duties
Serves as a Logistics Management Specialist in the Cryptographic Systems Division.
The primary emphasis is on Communications Security (COMSEC) and/or Information Security (INFOSEC) project management and Integrated Logistics Support (ILS) management.
Responsible for supply functions on influencing design, coordinating, and integrating logistic processes and procedures for the inventory control, distribution, maintenance, and cataloging of COMSEC products.
Assists in developing long-range project/logistics plans; coordinate the efforts to facilitate developing maintenance concepts and plans, inventory management plans, provisioning, technical publications, resource plans, and reporting requirements.
Serves as technical advisor to the organization and other agency counterparts, coordinating all sustainment actions for fielded systems.
Provides required logistics management functions for one or more stages of an equipment life cycle development program, i.e., testing, production, fielding, etc.
Prepares a variety of reports and analyses pertaining to area of assignment and responds to or provides information as a basis for response to various inquiries from higher authority.
Serves as a member of Integrated Process Action Teams, as required, to address project problems with logistics processes, recommend solutions, and prepare system changes to correct or improve the process.
Assists in reviewing statistical processes used and apply appropriate analyses to monitor progress and identify areas that require improvement.
Conducts analyses on extent of total program implications posed by identified problem areas and recommends and initiates corrective action.
Analyzes and recommends action regarding policy and procedures to assure that program objectives are fulfilled.
Resolves difficult problems associated with planning and integrating systems processes.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience is defined as one year of experience which includes evaluating or managing logistical support for communications security or information systems equipment such as, developing maintenance concepts and plans, inventory management plans, provisioning, technical publications, resource plans, and reporting requirements; managing communications security or information systems equipment data within web-based logistics systems; AND providing logistical support for information assurance systems.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service, GS/GG-09.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as such as logistics management, supply chain management, business administration/management, industrial management, operations management, or other fields related to the position to be filled. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
