Duties
Prepare a variety of reports covering the status of funds, expenses, and obligations, and advise program managers and other management officials on the availability of funds.
Analyze historical budget data to determine budgetary trends and to formulate budget projections, and expenditures.
Develop narrative justification statements and presentation material for budget submissions and formally present the budgets to the Director and/or other managers, as necessary.
Review, analyze, edit and consolidate budget submissions including budgetary goals, timetables, milestones, and criteria for assessing program cost-effectiveness.
Conduct analysis of the budget and balanced scorecard and provide support to the organization by creating an innovative management culture and operating style.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: applying financial management and budget policies, laws and regulations to advise on issues; and providing analysis, operations review, support and consultation on all budget activities.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
