This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information & Insurance Oversight (CCIIO), Payment Policy and Financial Management Group (PPFMG), Division of Program Management (DPM). As a Health Insurance Specialist, GS-107-14, you will serve as a technical authority/advisor and subject matter expert on program management for the Division.

Duties

Ensure that the organizations strategic plan, mission, vision, and values are communicated to the team and integrated into the teams strategies, goals, objectives, work plans and work products and services. Provide strategic direction to PPFMG payment audits, budget formulation, and procurements. Direct and manage collaboration with CMS/CCIIO business owners, partners and stakeholders to ensure processes and requirements are sufficiently documented to achieve specific outcomes. Serve as a liaison between PPFMG divisions other CCIIO groups, CMS wide groups, and external auditors. Maintain appropriate Contracting Officers Representative certification (COR III) and provide leadership to other Division members for the achievement and maintenance of COR certificates.

  • This is a remote position; however, the position reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-14 , you must meet the following: Have one year of specialized experience, equivalent to the GS-13 grade level in the Federal Government obtained in either the private or public sector to include: (1) Serving as a technical and subject matter expert on program management issues, including acquisition, contract management, payment audits, and financial management program integrity-related processes; (2) Managing processes and workflows relevant to the payment policy and financial management group as a whole and across the organization related to budget, contracting and oversight; (3) Evaluating the effectiveness of existing program operations, including making recommendations for program improvement; (4) Serving as a Contracting Officer Representative (COR) III, including advising on all areas of the acquisition life-cycle (e.g., solicitation, award, administration and closeout). AND Possess and maintain a current Contracting Officer's Representative (COR) Level III Certification. (Please submit a copy of your COR Level III Certification, failure to submit a copy WILL result in an ineligible rating OR non-consideration) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
