About the Position:
This is a permanent position with Headquarters (HQs), US Army Corps of Engineers, Directorate of Contingency Operations located at the U.S. Government Accountability Office (GAO); 441 G. Street NW, Washington, D.C. 20314
This position will be filled on a permanent basis. A Relocation Incentive May Be Authorized.
Duties
Serves as the senior disaster response operations doctrine writer/planner for support to FEMA and other federal agencies within the National Response Framework (NRF) and National Disaster Recovery Framework (NDRF).
Leads planning activities to produce the Organization's Operations Plans (OPLANs) to support FEMA Concept Plans (CONPLANs).
Nests USACE civil disaster response planning activities with FEMA's National-Regional Five Year Strategic Planning Intent (FEMA 5 Year Plan).
Updates the Organization's contingency doctrine synchronized with FEMA and NORTHCOM initiatives, and employing lessons learned from exercises and response and recovery operations.
Reviews Joint and Army doctrine to ensure capabilities are captured in Joint and Army Engineer doctrine and Defense Support to Civil Authorities doctrine and guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you must be able to obtain and maintain a Top Secret clearance and is designated non-critical sensitive as defined in DoD 5200.2-R.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019.

Specialized Experience: Leads Headquarters (HQs) U.S. Army Corps of Engineers (USACE) Staff through the planning process for disaster response and recovery contingency operations in support of FEMA and other federal agencies. Develops written Operations Plans (OPLANs) to support FEMA Concept Plans (CONPLANs). Develops, writes and publishes USACE contingency doctrine for civil disaster response and uses the Lessons Learned process to continually update doctrine. Provides subject matter expertise to the staff on response and recovery activities.
