This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a systems acquisition manager and advises higher level management on all matters relating to one or more specifically assigned systems.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Provides direction, assistance, and support for all operations and activities under the authority of the PM.
Evaluates user community requirements documents and determines early in the acquisition cycle the most expeditious and cost-effective acquisition strategy.
Coordinates a wide variety of projects and taskings relating these acquisition programs to the different functions in the life cycle phases.
Advises on assigned systems to lateral organizational elements, higher level management and, when required, foreign Governments on activities concerning assigned systems and missions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Temporary duty (TDY) travel may be required up to 25% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Interfacing with leadership and technical teams to develop and defend plans for assigned programs; 2) Coordinating acquisition support activities necessary to meet program objectives; and 3) Assisting with the development of programmatic documentation such as Acquisition Plans and Acquisition Strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
