The Supervisory Management & Program Analyst position is located at the New Mexico VA Healthcare System (NMVAHCS). Supports over 720 employees assigned to the seven in?patient wards and units.
Duties
Duties may include but not limited to the following:
Directly supervises 7 administrative staff and is second level supervisor for 4 other administrative staff. Supports up to 720 employees.
Supervisory responsibilities include overseeing development of performance standards, writing position/functional descriptions and performance appraisals, through coordinated efforts with Nursing Service staff.
Exercises significant responsibilities in advising, influencing, and convincing Nurse Managers. Administrative Officer, Chief Nurses, and the ADPCS on a multitude of issues such as the high dollar equipment needs and prioritization of that equipment, FTEE management, the Organizational Chart and lines of authority, and employee hires and vacancies.
Coordinates and assists in developing in-service training for Nursing Service units, sections and programs, ensuring development of appropriate curricula to meet the professional needs of staff and correct any deficiencies identified through the internal or external monitors or performance measures.
Responsible for ongoing awareness of current Joint Commission, and other external review organizations' standards and ensuring that the service is in compliance with such standards.
Prepares for and presents documentation of compliance to external review organization survey teams.
Develops plans for corrective action on any item or recommendation made by a survey team, and assists in the implementation, and follow-up reassessment of such corrective action(s).
Coordinates efforts to develop and maintain a Quality Improvement Program responsive to expectations driven by recognized internal and external performance measures.
Assists the ACNs and other staff in the preparation and development of scheduled reports to appropriate authorities.
Reviews interim and final report for submission and ensure they are submitted by proposed deadlines.
Leads meetings, analyzes work products and work flow, and implements measures to improve production, eliminate bottlenecks and barriers or increase or improve the quality of the work directed.
Provides instructions to employees on both work and administrative matters.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Resource management, allocation, and utilization. Identify service program training needs. Provide general oversight for all acquisition processes and establishment and administration of contracts. Review and revise work plan/goals regarding administrative functions.
