Duties
Compiles, compares and summarizes data from various systems to evaluate completeness and accuracy of financial information.
Advises supported commands/activities and/or service providers on appropriate treatment and support for accounting adjustments and journal vouchers.
Performs root cause analysis on adjustments to identify deficiencies and assists Army activities/commands and/or service providers in developing corrective action plans.
Analyzes Army financial adjustments to assess system, policy or process weaknesses that may impact the Army's audit preparedness.
Evaluates/tracks financial audit and compliance requests and issues/concerns.
Qualifications
Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Basic Requirement:
This position has a positive education requirement.
Applicants must meet the basic educations requirements in order to be found minimally qualified for the position. Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.
Specialized Experience:
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as providing expertise and guidance to an agency regarding legacy or GFEBS data and manual processes in preparation for financial statement audits. Examples of experience include audit planning and response, performing financial statement reporting, documentation testing, developing and researching data anomalies, performing root cause analysis, and analyzing accounting adjustments to identify risks, impacts, and improvements.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
There is no substitution of education for specialized experience at the GS-12 grade level.
