Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer position, a second level supervisor, providing, organizing, and overseeing supervisory and nonsupervisory employees assigned to AFRC/A1Z Division within HQ Air Force Reserve Command. Provides overall direction on wide range of Integrated Resilience, Airmen and Family Readiness, Professional Development, Strategic Partnership/Communication, Developing Resilient Leaders and other community programs. RESPONISBILITIES: 1. As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide Integrated Resilience/Airman and Family and Professional Development functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. 2. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements. 3. Establishes, develops, and maintains effective working relationships with DoD, AF, AFRC and other MAJCOM leaders. Represents the division at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies. 4. Serves as the AFRC Command's principal advisor for Integrated Resilience, Strategic Partnership/Communication, Developing Resilient Leaders and community programs and dual hatted as the Director for the Professional Development Center, ensuring legal and regulatory requirements are met, as well as the needs of AFRC and nonAFRC Airmen, families and communities across all AFRC owned installations and tenant location. Serves as Command advisor for all integrated resilience, communication and professional development programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community and families support delivery systems, to develop, implement and improve programs and draw supportable conclusions; principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve accessibility, responsiveness and relevance to the mission and the needs of its members; and the knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. This definition of specialized experience is typical of work performed at the GS-13 or above grade/level or equivalent position in the federal service. FEDERALTIME-IN-GRADE (TIG)REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community, families and Airmen support delivery systems, to develop, implement and improve command-wide programs and draw supportable conclusions. 2. Wide ranging professional knowledge of principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve AFRC accessibility, responsiveness and relevance to the command mission and the needs of its members. 3. Comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. 4. Ability to recognize and analyze problems, conduct research, summarize results, and appropriate recommendations. Ability to develop and use appropriate data collection techniques. 5. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. 2. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. 3. This is a designated key position. The term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in AFI 36-507. 4. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. 5. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position. 6. Employee must be able to obtain and maintain a top secret security clearance. 7. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment. Drug Test requirement was modified with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, 28 August 2014; Certified Current 18 December 2015 which supersedes AFI 44-107, 7 April 2010. Positions covered by this CPD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with AF Civilian Drug Demand Reduction Program (AFI 90-508). Drug testing is a condition of employment. 8. Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
