The primary purpose of this position is to Administer the planning, developing, and establishing program guidance, assessments, requirements, and advisory services for the 402 Maintenances Support Group. Supports subordinate unit/branch commanders in the development, review, and full assessment of organization status as it relates to achieving maximum readiness.
Duties
Manages or directs effectiveness, efficiency, and productivity of substantive mission-oriented programs such as programs integrating management services with the general management of an organization.
Establishes, defines, and implements requirements to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
Participates in special initiatives, studies and projects related to the Mission Support Group. Advises managers in operational planning and determines immediate and long-range program/training and technology needs.
Attends meetings, conferences, briefings, and seminars related to program planning. Prepares and presents briefings on the study's progress and results.
Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, memorandums, letters, and other related documents.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, regulations, policies, and precedents which affect programs and related support services; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

COMBINATION OF EXPERIENCE AND EDUCATION:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support program administration responsibilities.
2. Knowledge of unit/group/installation mission requirements, vulnerabilities, operational and security policies, inspection program goals and objectives, internal controls, and operations of a wide variety of organizations.
3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
